Hummingbird Feeder?

This one didn't get the memo and I have also spotted him several times. He's new to our yard, but I've seen others like him in a yard about 10 miles from here in the foothills. They called them Green Finches, but I can't find a picture of one like this that doesn't live with in the US. Is there anyone who can put a name to this bird?

I pumped up the sugar water a bit today, and no one seems to be complaining!

I really don't know what type of bird this is, but he's lovely. He clearly thinks he's a hummingbird! Nice capture.

What a pretty looking bird. Lovely clear picture. I think we had some like that in Victoria but I'm not sure what they are.
