Day 221 - Mr Google informs me this is a Korean fir (Abies koreana), one I've not heard of before!
Unlike pines or spruces the fir cones sit upright on the branches like candles, they start of a purple-blue colour before turning brown. The white stuff dripping from the cones is a clear sticky resin which is a natural defense mechanism, it's common when the tree is stressed, damaged, or maturing - probably the lack of water!
