Protest Sign? #2

Why would someone protest a bike route? Perhaps for several reasons.
1) I was a user of bike routes in my college days, I had to spent as much time getting to the bike route as I spent on it. So are they planned so that they can be used by the most people? What planning went into the route chosen?
2) The location of the routes beg the question of funding. Did the gov't entity get funding on a use it or loose it basis? So we better spend it cause we have it? with little or no planning?
3) Do gov't entities talk to each other? This route ends at the county line, it follows the major route between counties, that is prior to the freeway being put in, so it made of a convenient route. When it gets to the county line, that's it, end, no follow up in the next county. It should be noted that the receiving county has mapped suggested bike routes without formal signage, but has marked exits on major roadways.

So is it a protest? Rider beware!
