Stairway to....

I've spotted this stairway in Sète, France...
I don't think it's a sculpture or a kind of piece of art, because it was close to a road, in a semi-industrial zone...
May be some builders decided to have fun an built a stairway BEFORE the building...

Sometimes they do build elevator shafts first, but I've never seen it done with stairs. These might be a stairway to heaven for real, considering that there's no railing, ha ha.
