I'm actually quite flattered when people want to use my shots and I don't think I've ever said no to anyone unless it was a shot of a child (they aren't really mine to give away). But how would you handle this?

Crumbs. Ummm...it's not even an improvement...I think the original is far better and to take your shot and do this, without even asking...well...and not even crediting you? Sheesh...I'd be a little offended if it was me...Personally I think that's just out and out rudeness.
Gosh! That is a tiny bit rude, isn't it? How about we all take your picture, change it in some way and then link the offending person in question, to it?
Yeah, Flattering that they thought your picture was so good they wanted to use it, (and it is by the way!) but a polite request first would have been good, and then some acknowledgement as well.
It is flattering but strange thing to do without asking for your permission or anything - you should either say something direct to the person or ask Ross to intervene.
I wouldn't approach her in a fit of rage, even though what she did was wrong. Some people don't understand the seriousness of plagiarism. I'm a writer for a newspaper and I had someone plagiarize one of my articles and slap their byline on it just a few weeks ago. I was furious but she didn't understand what she did wrong. I would educate her on the issue before berating her over it. If she acts like a jerk about it, then pull out the big guns.
I'm not sure what she meant to do. . I don't feel like she's trying to take credit for the original pic - it's clear that she edited a pic already loaded to this site by someone else (you can even see the "sue bokeh" comment).
Her only comment on it is tagging someone else so it might be a project they're doing?
she should have acknowledged that it was your pic though
I'm surprised you wouldn't just talk with her first? The best, when in doubt, is to approach the person first. If there is no resolution, then talk to Ross.
@swilde A similar thing happened to me last year when I'd posted an image of Venice with a glass in front showing some nice refraction through the glass to the Grand Canal. A day or so later another 365er posted an almost identical image - using the same creative idea of a glass and same view of Venice in the bg - no acknowledgement to me. Even more galling was that she (having many followers more than me) got hers on the Popular Page!!! Ha ha.
I posted a comment on her image and she then gave a grudging apology but said that copying was a form of flattery in her opinion. Grrr!
I'm sorry Sue...embarrassing I would think...I love love your shots but even if I wanted to use to flatter I wouldn't and if I ever did I would ask! Beautiful shot...:)
Thank you all for your imput here. The offending shot appears to have been removed overnight, so I'll guess that the photographer has worked out that what they did was inappropriate ( to say the least). I trust that this has been a learning experience for them.
