I am a fan of Picnik which is web based and free. If you decide to buy the premium subscription, it's still only $25 a year. I also use Photo Explosion 4 Deluxe software ($39.99).
I found a program (free) called Fast Stone Image viewer that is great for quick crops, adjustments and resizing. It also has tools to do mass renames and resizes.
Right now I use Picasa, but have used Picnik as well. Both are free programs and are easy to use. Have also heard that Gimp is great, but haven't used it myself.
Picasa - coz it's free, but I love Photoshop. Photoshop Elements is pretty good and really not too expensive (not sure what it costs in dollars/ euros's etc). But here where everything photographic can be pretty pricey, it's realtively cheap.
Why don't you try the free trial first for 30 days and then you decide if it's worth it.
I have tried Photo Express and found it every limiting. I recently purchased AShampoo3 since it was cheap and works better than Photo Express. That being said, I use Picnik here for quick edits if needed. I have installed GIMP at the urging of a friend and it has TONS of features for free and excellent community support. I am just starting to learn it but it is clear that once you have learned it, there is no limit to what you can do. =)
I just started playing with Paint.NET recently. It's a project that got started at Microsoft. It's a little easier to learn than GIMP, and it cost just the same. There seems to be decent help section too. http://www.getpaint.net/

For detail editing I use GIMP and Paint.net
