I don't know how long ago this was made available, but I only noticed on Christmas day when I was setting up my new (!) laptop.
If you use Picasa, open the help drop down menu, and "Check for Updates". It gives 24 more options (including frames) which were previously only available by going through to Picnik. Having them close to hand on Picasa means everything's much quicker (I find the transfer to and from Picnik takes a while) and it also lets you use those options without internet connection (which you would have needed to get through to Picnik in the first place).
I apologise if this update's been around for a while, but like I said, I only came across it this week!

@lluniau Oh, could kiss you...found Picnik far too slow and have always wanted frames in Picasa..I've had to frame with a one photo collage!.off to do it now!!
