You need between f1.8-f5 this would be good for starters and pin point a single af point on your subject and shoot away. It would be better at night if you have lots of christmas tree lights in the back ground and focus on an item in the fore ground. Hope this is any help, what lens do you have?
It's easy if you have a lens that opens nice and wide (f1.8). Then focus on a subject in the foreground with some lights in the background. The lights in the background will be out of focus :)

A wide open aperture setting, i.e. a small number, produces an out of focus background, which is bokeh, and depending on the lens you're using the effect may or may not be pleasing. A closed aperture, or higher aperture setting, will produce a photo where more or less everything is in focus, hence no bokeh.
and also guys dont forget the distance of the subject to the background im using point and shoot f1.8 -f 5.6 i just point to subject make sure the distance not so near to the subject..in addition i set to macro mode so much bokeh will come up..
