It's quite usual to see lichen growing like that but it's not often you see the tree's own blossom doing it as well.

How interesting. Doesn't that look like a redbud, one of the few non tropical trees that have cauliflory blossoms? http://wimastergardener.org/?q=Cauliflory (very bottom of page) I can't find anything about redbud growing in the UK.
