YES.YOU.CAN! I've just been mentioning to Vikki ( @summerfield ) that I might want to attempt some night time street photography... Kinda like the tones from the reflection on wet pavement like you've got here :). Anyhoo, would you be interested in coming along if we could find a suitable time?
