Until recently, this large area was an unmaintained private property. It has been bought by a Nature Conservation organization that has created a path throughout, open to the public, as well as a boardwalk accessible to handicapped persons. Surprizingly, I am usually by myself whenever I go there : I think people prefer to go to the nearby beaches when they have some free time.
