This is a windmill spinning slowly on the roof of a local government building. I'm sure it was creating some energy today though the wind was not that strong today.
I really that you caught motion this way...the difference in whites from the center of yhe rotor to the edges really emphasizes it. Nice to see the context as well and with such good comp elements,
