I wonder if that washing line ever gets completely full. It must present rather a risk of loosing your garments tot he balcony below. A bleak building indeed - well spotted.
What an interesting image - the building itself looks almost derelict with the rust and boarded up openings - and then that wonderful washing line across those windows with the raised shutters - life is within! Wonderful. :)

At least I did, after walking downstairs a few times to pick them up. @robz the contrast between life within and bleak outside is what caught my eye and what I tried to capture. Laws require old residential buildings to be restored, not torn down. Result is some are left to deteriorate.
