Is this a Dragonfly ??

Please help! Note the suction like feet.. This little fellow was sitting on my clothesline & waited while I ran in, grabbed my camera, ran out & photographed him. I hung the washing around him & went back inside! not a movement. He obviously has wings,but, I haven't been able to identify him.
