I still can't figure out what this is!

OK, when they first started doing all of the dots, I thought this was going to be a donut or a giant gumball machine. Nope! It's a.... a....a... I have not idea what this is supposed to be, but the dots on the broken down fence cracks me up.

Looks like a school of the arts to me and these will be the courses they offer. And I guess the dots will be all the lovely things their students add to life when they leave the classroom. That would be my guess. But whatever it turns out to be, the dots spilling along the fence are really fun and happy looking.
