My sister, Wendy Mills, designed the sails and the small pool in the distance as part of her 'Sweet Justice' public art installation in Hobart Place about 14 years ago. Unfortunately the pool will disappear with new development soon, but as far as I know the sails are here to stay. When the pool was new the word 'sweet' was tiled in the pool, and periodically bubbles would arise to spell out 'Justice'.
