Infestation!
This looks as if the tree has some awful disease! It's apparently a fungus called Annulohypoxylon cohaerens which is a bit of a mouthful!

I found a Dutch/Belgium name: Kasseienkogelzwam...
zwam = fungus; kogel= bullet; kasseien are round stones.
