Garrya Elliptica (Silk-Tassel Bush)

It's back to flowers today and another found today in my friends garden. It's quite unusual and took some time to identify.

The Latin name is Garrya Elliptica, or the common name is the Silk-Tassel Bush. It has long tentacles hanging down and this is a close-up of the minute flowers on the strands. They feel very silky as well.
