I'd always heard that was a sign of dealer's turf. I kind of discounted it thinking that it would be ludicrous for a dealer to advertise his location and activity to the cops. ?

I was told it was drug related and as someone else said gang related. You will have to stop someone walking around in bare feet for the answer,

I really like the color contrast..but I am familiar with this as being the marking of a drug dealer and his territory.. Makes for a cool photo..
