This a pair of Black Darters ( Sympetrum danae), a species of Dragonfly, beginning to start to mate.
The mainly black male uses claspers on the end of his tail to grip the back of the female. She then curls her body up to grasp the males thorax. Later they will fly to a waterside reed or grass and lay their eggs in the water.
