I have no idea what this is! After a bit of googling, my best guess is some sort of mayfly - possibly the fishfly.

looks like a Shadfly - the city of North Bay is famous for them. They cover every surface in the spring, when they leave the water to mate, then die. They smell of fish, have to be hosed off, but are harmless as they have no mouths
