Ornamental cabbage "gone to seed"

I have watched this plant every day as we passed by down the lane to the bench overlooking the beach. I thought it was a cabbage plant as it is on a thick stalk. Today I noticed that these yellow flowers have opened up. I have never seen this plant before and was wondering if anyone knows what it is.

I have been told by the experts that it is ornamental cabbage "gone to seed". I was close as I did think cabbage!! LOL!!
It does look like a cabbage plant to me
