Today is the Constitution Day and National day of Norway, a day celebrated with children's parades, games, ice cream, hot-dogs and cake.
The young people on the van are called Russ. They are the graduating class from the Norwegian equivalent of high school and have been celebrating for weeks that they graduate in a month... The celebration culminates on May 17th after a last night of partying. To much to say about that particular celebration, but I remember it to be fun and tiresome.
