Who runs Islington? Council?

Another entry for the artist challenge http://365project.org/discuss/themes-competitions/21428/artist-challenge-david-hoffman looking at the work of David Hoffman. This was a lone protester outside Islington Town Hall - what his placard says is "Who runs Islington? Council? Is it Labour? Or Sainsburys????" He was earnestly chatting to a passer-by who'd asked why he was protesting.
