Thanks @billygreen yes the snow is a pse 14 effect, but I did a lot of other actions beforehand, the snow effect was the last thing I added. I can write it up if you are interested?

@stephanies If you have the time.
It's a stunning composition

@billygreen no problem. I put the teddy infront of a black backdrop [my old laptop] and sat him on a pile of sugar and threw some sugar over him to make the background snow effect. I shot the pic in colour as I needed the red for the rose. I then used the magnetic lasso and highlighted around the rose, then under "select" I clicked on "inverse" and then converted the rest of the pic to black and white. I then pressed ctrl + d to deselect. I used the magnetic lasso again to highlight the rose, then went to levels to bring the colour up on it so it was a lot more saturated. I then did some cloning, the laptop had shine on it from the torches I had shining on the teddy, so I cloned out any shiny non-black areas til it was all black. Finally I added the snow effect - it is under expert - click on fx effects at the bottom and click on "show all" in the panel box at the top. In PSE 14 roll your cursor around the pictures until you find the one with a little boy and a dog that says "snow" there are 2 that look the same, one says winters, that is not the one. Click on "snow" and voila you have this picture. :)
