perhaps the owner had outgrown it and no longer needed the security and magic it once held.

or maybe it was inadvertently left by its owner, someone else picked it up but did not really need it so it was discarded.

or a cruel person trashed it just to show her or his power over the innocent little owner.

or maybe it simply was just of no use to anyone anymore.

That is sad. And knowing me, I would have seen if I could pick it up, take it home and wash and dry it so it could be dropped off to the Salvation Army or some charity. That poor bear deserves to be loved.
