when i was a little girl, i always heard this phrase being invoked by the old people. it seems peace time was the time before world war two and after world war one. in any case, my mother told me peace time meant the time when there was no war, the period right after world war two was liberation, then after that, independence.
to me, peace time is when people leave me alone and i can do the things i want to do.

Funny to realize that it was "the old folks" who used to speak of Peace Time... We no longer seem to have any defining times as those wars did then. It would be lovely if all the war-like skirmishes could cease and there might be Peace for everyone again...
