The reality of China. . . not all kids are "potty-trained" with diapers. Some are trained in pants that are split open at the crotch and they just go anywhere until they are trained to use the toilet.

@fueast : Yep, outside on a raised walkway in Shanghai. Interestingly, generally a very crowded walkway. . . but here, nobody really seems to care.
