Bridge

This is a Victorian sandstone bridge over a disused railway track; I am curious about the holes that have obviously been drilled in the stone blocks and wonder if anyone can identify the purpose? They are all over the arches both on the inside (image bottom right) and the lower portion of both faces. They do not appear on the upper portion except for the curves over the arches. Any ideas? Thanks.
