This was taken at the Jersey Shore. I had mixed feelings about posting this shot because a damaged or tattered flag is to be disposed of with respect and dignity and it should be replaced. However, this particular flag is displayed on a pole right on the shore and is subject to constant high winds that whip off of the ocean. I suspect that the owners of the property would be replacing it quite often if they took it down every time it got a rip. Besides, I really like this shot. I think that the frayed edges are very interesting, not disrespectful at all! You see, this flag flies in a town that was devastated by Hurricane Sandy exactly two years ago this month. The town is recovering but there is still a lot to be done. The frayed flag makes a statement about taking a punch and to keep flying high!

My first thought, when looking at the photo before reading what you wrote, was simply that it is still a fairly new flag, judging by the bright colours and good stitching, but, that it was going through rough winds. Much like the town, that went through such rough times... Lovely, April.
