The Owen House in Highlands was built in 1912. In 1914 it became home to the Dominion Meterological Service Office.
Eda Owen moved to Edmonton with her husband Herbert, a retired sea captain, in 1908.
When he was hired as a meteorologist in 1915 they moved into the house.
Soon after Herbert enlisted and went overseas to serve during World War I. He was captured and ended up in a POW Camp where he died.
Eda then took the position permanently. Her day started at 5:40am and she would get readings from 26 instruments located in the front room, backyard and on the roof.
Over 100 stations would send daily reports to her. She in turn would send two daily reports to Toronto.
She remained station manager until 1943 and moved to Calgary in 1944.
