Fascinating find and close up but it does look like something the tree might regret. Never seen it before but we don't really have cedars here.

@loweygrace Thank you, Lois. I can dispose of this easily. I found orange rust on a blackberry bush last year about an acre away. Got rid of it. Didn’t know it could look so different.
