These are Manuka (tea tree) seed pods. The trees are loaded with them at present. Each pod contains hundreds of fine filament seeds, which get scattered by the wind, when the pods split open.
This is something I've never seen. I wonder if this is the source of tea tree oil. The little pods look like jingle bells to me. The background bokeh is so pretty and makes a lovely backdrop for this very interesting plant.
