Under each photo you should see a star. Click on that to "fav" the photo. I don't think there's any restriction as to how many you can mark as a favourite, or when you can either.
Most people mark a photo as "fav" when they're viewing it but you can go back to a photo and fav it later as well. Any time is fine. You can only fav a photo once though- but the number of photos you fav is unlimited as far as I know- but they won't show up on your favorites page forever. At some point Ross' house cleaning of data will remove the oldest ones to free up space.
@olivetreeann The housekeeping makes a lot of sense, especially if many people are like me and only look back on their favs occasionally. For the most part I fav something to let the person know I enjoyed their photo.

Your comments, about house keeping and clearing out favs, I don't think your favs are cleared out as such. I think it is the unused accounts that are cleared out, and any of your favs on that account then go.
I have favs dating back to April 2013, but they are on still active accounts.

My favs go all the way back to 2011, which was when I started here. There are still thumbnails on my favs pages of photos from deleted accounts too, even though the photos themselves went when the accounts were deleted and my favs stats dropped accordingly.
I will have to go back and look at my oldest fav'd photo. Now I'm curious! I've been on here 10 years and a while ago (maybe a year) I'd gone back looking for a picture I remembered fav'ing from my early days on 365 but I don't think it was there. However, that person's account may have been removed since they have passed. So... now I'll have to go see! Thanks for the tip!
