he specifically uses Photoshop and Nik suite , however any program in which you can layer images, or even use multiple exposures in-camera will work, or just do a single icm image and play with the post processing in your favorite software to your hearts content!
If you dont have an ND filter to lengthen the exposure time you can shoot in low-light with a small aperture such as at blue hour , hold some sunglasses in front of your lens as you shoot, or google search and follow any number of DIY ND filter how-tos , or Pinhole how-tos.
