Mysterious object

Well mysterious to me! My wife and I had just finished doing some errands and we were walking back to the car. We passed by an antique or junk shop (I do not know how they would describe themselves) and found this odd instrument displayed on the wall outside. I liked the shadow primarily but am intrigued by the tool's use. I'll stop and ask next time!
Could it be an antique bottle corking tool?

Makes a great subject anyway! And lovely shadows.

Looks like a vice of some sort but like Suzanne's suggestion. Great hard shadows to add extra interest.

@randystreat @taffy @bob65 @dide @wakelys @ankers70 thanks for your comments. My guess was like Suzanne's: some kind of corking tool. It turns out to be a shotgun shell hand reloading crimping tool cast iron bench mount.
