These are tricky, fun capture. I think it's the shutter speed versus the subject's speed with panning, also the quickness in which you follow the subject with the camera is another part to you have to take into consideration, they are fun to see what you capture. I usually start at 1/30 shutter & work my way back, all trial & error but fun to do
