I've found him on Barcelona's Cathedral. This kind of street performers stay steady all the time holding position and they interact with people for a little contribution. You can find more of them on the lower leg of Las Ramblas. From time to time, they vary their attire and location since their activity is regulated by the city council in a condition of equity and equality of opportunities

I think this street portrait is excellent. But what you wrote is not quite correct because equity and equality of opportunity are two very different ideas, and so the two cannot be applied simultaneously. In other words, the council needs to make its position more coherent in order that the Barcelonian people may understand what it is they are trying to do there.
