Who are they???

Went to the Mall in nearby Bristol today. Noticed this sculpture of a couple of chaps looking over some plans.
Who are they and why are they there???
No plaque!!! I do hate unanswered questions.

The other one suggested as Cary Grant (born in Bristol)
Google confirms no artist recorded but the general consensus is architect's discussing plans for said Mall....very underwhelming 😂
