My camera clock says 3:30 p.m., but I think that's uncorrected from Sweden's conversion to "winter time" two nights ago, so the local time was actually 2:30 p.m. (and the sun is that low).
The building with the tower is Stockholm's city hall, Stockholms Stadshuset.
