@maggiemae This is a peculiar French thing called a 'Voiture sans permis' - literally, a no-licence car... a sort of four-wheeled moped if you like. Normally bought by those who have failed to pass a driving test or, more often, those who have lost their licences as a result of some infraction... most often drinking and driving. Their speed is limited to 60km/hour which only makes them more dangerous to other road users,especially at night... and more so if the driver has been up to his old habits!
I'd say it has sen better days. Folks around here drive a low powered scooter which is dubbed a "liquor-cycle" (pronounce cycle as sickle, like the blood cells).
