Fringy and Ropy

Does anyone know what the name of this tree-like plant is? I spotted it during a walk a week or so ago and took this shot. The frond-like growth has a fringy-ropy look. Thanks for stopping by.

Georgeous! You said tree like meaning what. A tree brows from a single trunk where did you photograph it? Ocean? Reminds me if sea oats. Or some type of ornamental grass. It really reminds me of palm tree seed fronds.but doubt that you have a palm tree up there.
