I was at Dutch Gap Conservation Area when this boat sped by. I lucked out on the framing by the leaves.
The James River was at a VERY low level. There were egrets fishing in or near the middle of the river, which normally accommodates heavy barge traffic to and from the port of Norfolk (this boat was probably in the shipping channel). This was likely done by manipulating dams and levees by the Corps of Engineers in anticipation of Tropical Storm Isaias's arrival overnight. This area is anticipated to get 4" to 6" of rain in less than 72 hours.
