Today we visited Malaga, and though it's a gorgeous city, full of beautiful architecture and many museums, I did four grab-shots from atop the on-and-off bus as we drove through the city center. What does one do when they unearth ancient ruins along a major thoroughfare through town?!
While in Rome, Francesca and I had that very discussion. The world expects the ancient cities to preserve the artifacts they unearth, but there are major costs to consider, and imagine the logistical nightmare of building around them! (We'd met in a very upmarket 8-story department store,and when we finished photographing the sunset from the terrace at the top, we went to the basement floor that was built alongside an aqueduct that became featured viewing, as though being in a museum!)
I don't know the back story as to how this ancient "city beneath the city" came to be discovered, but it's happened in the 10 years since we were last there. The city has a Phoenician history, so we're talking "OLD!" I'll see what I can find on Google, but the hour is late, so I can add no more tonight.

@ludwigsdiana *Someday in my spare time* I figure I could Google the information. Then again, there may not be time to do that in my lifetime and look at my photos, too! HA!
@joysfocus Wow...some days I think every street in America is being "retro-fitted and repaved"... I'm happy to be away while the 405 is being expanded in our neighborhood...OMG!
I saw this often in London when they were building the new tall office blocks. Work would have to stop while the archeological digs took place and any treasures removed to museums. Sometimes they would leave a small part of Roman wall in place to show what had been there. Always interesting to find what our old cities had been built on top of.
