Cardinal Rule

A Cardinal Rule is a fundamental rule that must not be broken at anytime. I can't actually think of any cardinal rules about license plates except maybe "You must never drive without them"
Because it is the state bird of Virginia, the real meaning of this title should be "Cardinals Rule!"
