Building sites are often surrounded by walls there it is allowed to paint graffiti. I love well done graffiti, but hate those black tags that some small-brained daubers make everywhere.
I nearly took a photo today in Launceston of a graffiti wall...it looks great but we said the same thing random tags and stupid graffiti around the city look disgusting...nothing cool about it
