Looks like there's a lot of work still to be done. Very disturbing for people living there and those who normally travel through that street.

@wakelys it’s all part of the plan for the new bus stop at the ferry. North & South Cross Street are pedestrianised at their meeting point. In preparation for the new bus stop traffic is going to be routed along these roads. This is part of the process to strengthen the roads in readiness to take the traffic load (this is guess work on my part, but seems a reasonable assumption).
