I Spy With My Little Eye

Tonight while walking through the mall I looked up at the windows on the upper floor of Europa Boulevard and I saw the figures of two people in the window. So of course I had to take a picture. I felt like I was spying on someone. The question is who are they and what are they up to? i did not even know anything was up there. Melody informed me that these are the offices of the Mall.
