It is possible to visit the Hypogeum, but tickets are limited and must be secured months in advance. I got my tickets secured to go there even before I bought my plane tickets to get to Malta. Visiting the Hypogeum was the main reason why I wanted to go to Malta in the first place. Soooooo worth it.
