I went to the parking meter to pay for my space and this guy was there too. The meter is broken and could not read credit cards. He tried to insert some change and the slot was blocked. "Free Parking tonight!" we joked. To my surprise I later found him playing as part of a jazz group on the River. What a wonderful experience of great music.
@mcsiegle Hah, that does not happen here. I have read about that sort of thing on the beaches in California, having to get a photography permit or get thrown off of the beach.
